Hungary may not be applying its highly contentious laws on so-called illegal migration. But the fear of being punished is making the work of refugee relief organisations more difficult. Refugees are confronted by rejection among locals who fear for their jobs. But Hungary is dependent on them, because there is a shortage of manpower in some parts of the country.
