Two young skinheads from the right-wing radical scene are shot dead. Suspicion falls on a Turkish family which years ago had been the victims of a right-wing radical case of arson. The Cologne police investigates the case and comes into conflict with the Office for the Protection of the Constitution. The structures of the right-wing terror network become clear.
